Workaround for generation of GL code combinations

Dear Oracle Gurus,

Is there any other functional workaround or DB-coding for automatic/mass CCID generation or insertion of new CCID’s in GL_CODE_COMBINATIONS Table, when new values in Accounting Flexfield Segment are created, EXCEPT “Dynamic Insert” option activated OR using WEB ADI.

The reason for the requirement:

Automatic/mass generation of new CCID’s when new values in the AccFlex Value Set are created for budgeting purposes. In order to load budget amounts on certain segment value from the AccFlex, the full CCID, containing the value, have to be presented in GL_CODE_COMBINATIONS.

May I develop DB procedure to insert in GL_CODE_COMBINATIONS the missing CCID’s or is much more complicated?
