US PAY: One GRE does not have output from State Quarterly Wage Listing (Enhanced)

This is our first time using Oracle's SQWL process for 2011 Q1.  Our users were able to use the new program "State Quarterly Wage Listing (Enhanced)" to generate files for two of the GREs. But for some reason, they couldn't generate for another GRE.  This is very strange.

We are on HRMS 12.0.8 and have applied the latest Q1 patch.  We checked the setups which appear to be ok. We tried to re-run the "State Quarterly Wage Listing (Enhanced)" program. The program completes normally. But no output is generated. When trying to view "Payroll Process Results" ( (N) > Payroll Process Results ), we can't see the process at all.
