sales order is booked but not showing in shipping transaction form

Hello


I entered sales order and booked...but when i go for launch pick release in transaction form...and search the order number ,transaction form is not showing any item for launch pick release,there are 70 sales order booked in fresh system,63 is shipped and approx 7 order which are not showing in shipping transaction form for launch pick release,it is usually happen but why?
