Unable to submit request through Backend(database). - 11.5.10.2

Hi,

I am unable to submit the request through backend but same program have submitted through front end and request_id is generated.

 Please find the below scripts:-

Submitted through Frontend(applicaton - 11.5.10.2) and find the log files:-
