Default effective from dates error.

Hi,

I am trying to enter a city tax rate for a specific jurisdiction and regime etc.

However this is not the default tax rate code so the flag Set as Default tax is NOT set and the corresponding  default effective date from and to dates are also not entered.

But when I try to apply the changes I get the below error, 

Default Effective From and To dates should only be entered when the Set as Default Rate flag is set. 

I am not sure where is the error, can someone please tell me what is the issue here.
