Unable to launch configurator after placing order from quoting

I have two questions.

First, we place many orders from Quoting (Forms, mostly). Our Sales team feels they need to launch configurator before the order is placed because they have had times where they cannot launch configurator in OM after the order has been placed. I have seen this issue. Has anyone had this experience?

Second, is there any process that can verify a configuration before the order is placed? We are on 11.5.10.2. If there's nothing in 11.10, is there anything in R12?
