Interface labor cost to gl

 I have successfully created labor transactions, distributed them, but when I run prc: interface labor costs to gl, no entries are getting picked up. In the expenditure inquiry, the cost distribution line has the message: rejected  in transfer. Nothing in the output or the log file. The periods are open in gl and in pa.

This is a new implementation of projects, and I have checked all the setups. Any ideas??
