PO XML (EDX) Dispatch with tools 8.51

Hey all!

We are on 9.1 and just upgraded to Tools 8.51 and are having issues with the PO XML dispatch message -

It's not populating the ship to properly (missing street address, city, etc).  After research, we have found that the message is  looking for a STD_ID_NUM_QUAL value of GLN for the location (location that's attached to the ship to) -

I see in the Location page (Setup Financials Supply Chain-->Common Definitions) where one can assign the GLN and populate with a 13 character global location number ...but we don't use global location numbers - is there a way that one turns this "off"? Maybe additional configuration?
