Budgeted Labor Unit Import

I am importing an excel sheet to a P6 project with these fields:

(Activity ID (*)Activity Status Resource ID (*)Resource Type Role ID Cost Account ID Budgeted Units(h) Delete

the budgeted units is not being imported correctly, example I have a sum of 20000 unit in the excel shett but

when I imported it to P6 and check the sums it shows 25000 unit in P6.

Could you please help me understand why?
