VF IT - expected behavior of the vanilla business service "Headless Configuration Service"

 I have an issue regarding the expected behavior of the vanilla business service "Headless Configuration Service".
I am using it in the following scenario.

I have this Bundle Promotion:

CxP LINK
  |-> SP7 (1,1,1)
  |-> SP8 (1,2,1)

CxP SIM
  |-> SP1 (1,1,1)
  |-> SP2 (1,3,2)*
  |-> CxP PBX
         |-> SP3 (1,1,1)
         |-> SP4 (0,9,5)

*I explain the relationship SP2 as example: Min is set to 1, Max is set to 3, and Default is set to 2.

My business requirement is to configur automatically (so, without the user interface) the above Bundle Promotion to its default configuration.
For this scope, I am using the vanilla business service "Headless Configuration Service" (as documented in the book Siebel Order Management Guide).
