Why do admin changes only show up on one web client of a managed host pair?

 We added a new Change Request subclass and released it. When we added the role to the users for the new subclass it was available in the dropdown in the Java Client. However, when users tried to access it with the Web Client they could not see the new Subclass using the standard (non server specific, managed I believe) link. We waited about an hour to see if it would show up but it did not.

Then we tried logging directly to one of the managed Web Client hosts with a specific url. The new subclass was still not showing in the Change Request dropdown.
