How to create a city tax exempted tax rate.

Hi ,

I have been playing around with EBT for some time now and I was of the opinion that you can create city tax exempted tax rate as follows.

Specify the correct tax regime;

Specify the correct tax code (i.e CITY in this case)

Leave the jurisdiction code null( meaning any city, not specific city jurisdiction code)

Provide the rate, tax accounts , operating units etc.

Give a tax rate code name.

However even when I provide  the  above tax rate code explicitly in a transaction/sales order, it is not taking this code,it is still using the default tax rate.  Can someone please tell me how to create correctly city-tax-exempted tax rate code.
