Is it possible to open case inside company?

Is there some availability to use "Oracle Support Services (ASR Service)" inside of our enterprise. We have many servers with Oracle Premier Support
and many production servers supported by our replacement fund.
For second case it would be great idea to use ASR functionality to open case for our first-line support.
Then, they could make desision for open case in Oracle by hand with Premier Support equipment, or
tell our engineers to change spare part from our replacement fund.
