Forms will not open after migrating jinit to JRE [11.5.10.2]

 we just migrated from jinitiator to JRE on all our EBS clones.  On one of them , after selecting responsibilty, forms will not open.

I have the Java Console set to open, to try and see what's happening, it opens, and
it trying to use the corrrect JRE [6 update 10] but nothing happens in the java console,
no error message, nothing, I just get:
