Cannot export using file/export from GL

I have been working with our DBA's and have an SR open for 3 weeks and no one can understand why I cannot use file/export from GL on 12.1.3.

I have checked all of the profile options (from SysAdmin manual) in order for this to work and they are correct.

However, I can go to another instance of 12.1.2 - I can export fine.

I have compared the two instance profile options and they are the same and correct. 

Does anyone have any further ideas?
