OTL: How to prevent users from submitting timecards in OTL without Project info

 Is there a way to prevent users from submitting timecards without Project info?
We are in 115.10.2 and use Projects/Payroll and Projects/Purchasing Layouts. 
Users are able to enter timecards or update already entered timecards and submit them without any project/task/expenditure type info. For us, it can cause problems in timecards that are already approved/costed/billed in Projects and paid for by AP for contingent worker time.

How can we prevent this from happening. Are there any profile options to make it 'Required'?
