Emcumbrance Accounting and Grants Management

 Hello,
I have a client who is implementing Oracle Grants Management, but he does no want to use Encumbrance Accounting.  To implement Oracle Grants, encumbrance accounting is required for both PO and AP.  Is their any workaround my customer requirement?

Any help will be appreciated,
