Passing customer id in Creating Projects via API.

Hello  ,   I am trying to pass bill to customer id , and ship to customer id, in api pa_project_pub.create_project using a template which has customer.

  How can I pass the bill to and ship to customer id? Can it override template ids, or what are other mechanism.  I tried using template with out customer id, but I still cannot update customer id.
