Critical Patch 12328501-- Please help

 All,

I am hoping this is the right place to post this.  After last weeks embarrassment on my part I finally got the right patch set for my system.  I have almost got it to work.  I have one little issue now that I am unsure how to resolve.  My patch will not continue due to an active file  "oci.dll" This file is located in C:\oracle\product\10.2.0\db_1\bin\oci.dll  which is where my oracle_home is located. 

My steps that I have taken.

Stop all services that oracle uses and set them to manual.

rebooted the server
