Trouble opening Notifications Summary form in 11.5.10.1

 Hi. I'm doing some preliminary testing for an upgrade from 11.5.9 to 11.5.10.2. I want to open the Notifications Summary form to approve a PO - it takes me to another sign-on form instead of the usual web-based form. Other web-based forms seem to work OK (PO Change History, Workflow Events) - but not this one.

Any ideas?
