oracle 10.2 : sqlplus error after install/upgrade

After upgrading oracle 10 runtime to oracle full version, the sqlplus give an error even after running the install/changePerm.sh.
On the older systems, it was not an issue.

$ sqlplus
SQL*Plus: Release 10.2.0.5.0 - Production on Thu May 5 15:09:03 2011
Copyright (c) 1982, 2010, Oracle.  All Rights Reserved.
Enter user-name: user_id1
Enter password:
ERROR:
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
SVR4 Error: 2: No such file or directory
