Issues with Payroll History Conversion

 I'm having issues for the first time with the payroll history conversion.  The taxes continue to get recalculated by Vertex.  I'm on 9.0.  I've done two other implementations with full payroll history conversions, and everything's matched to the penny, no issues.  That was in 8.11 and 8.11SP1.  And now, for some reason, in 9.0 everything is fine EXCEPT the taxes. 

Has anyone seen this before or have any suggestions?
