Could be posible to create a PO Document "Blanket Release" using Oracle Puchasing Interface??

Could be possible to create a PO Document "Blanket Release" using Oracle Purchasing Interface??

We would like to send from a third party software to oracle the required data to create a PO Blanket release using a PO Blanket agreement that we already have approved and with open balance.

Maybe user Purchasing Interface Table or API

Is this possible?? Thank you for your advice.
