Flashback Data Archive / Total Recall

Disclaimer:  I am not a DBA.  I am a technical/functional user looking for a tool to let me audit table changes at the row level and to report on those changes.

From the white papers I've read, it appears that Flashback Data Archive (FDA) is a part of the 11g database and as such does not require separate licensing. 

.

It looks like Total Recall is the only tool to use for reporting from the FDA.  And it requires licensing based on the number of CPUs.

.

Questions:

1)  Am I correct about FDA not requiring separate licensing?

2)  Is Total Recall the only reporting tool for use with FDA or are there cheaper/free alternatives?
