Budgetray Control Vs Encumbrance Accounting

 All,

We have a requirement to use budgetary control in GL and subledgers - AP, FA, PO.

What i need to know is whether encumbrances need to be enabled for budgetary control/fund checking to work or only enabling the budgetary control option at ledger level will fulfill the requirements ?
