Can't able to delete the JV since Budget process gets struck

While the Journal Editing process it got cancelled mistakenly, since the Budget status updated in KK_SOURCE_HDR as 'I' (In process) . Because of this we neither can't delete the JV nor validate the JV.

Now Journal is in "V" status and Budget is in  "N" status.
