R12 iRecruitment Internal Employees Cannot See External Vacancies (12.0.6)

 Hello, I cannot find any documentation that will solve this mystery - we set the external posting date to a time in the future (say 2 weeks).  For those first 2 weeks the vacancies are visible from the iRecruitment Employee Candidate responsibility.  As soon as the vacancy goes external it is not able to be displayed from that responsibility - only from the iRecruitment External Candidate.  The vacancy is posted as being available to both and our security policy is all defaulted to the least amount of security possible. This is not happening in our test systems and just started happening
