Reasons why BPA WF is not creating ASL and Sourcing Rule?

PO: Allow Auto-generate Sourcing Rules = CREATE AND UPDATE

PO: Allow Autocreation of Oracle Sourcing Documents = Yes

We had tested the automatic creation of ASL and Sourcing Rules via the BPA POApprv process before going live and the process worked fine.  The Buyers clicked on the check boxes to created the ASL and Sourcing Rule when they submitted the POs for approval.  Workflow processed the POs through the Create SR and ASL node and the Sourcing Rule and ASL was created as soon as we ran the workflow background process for deferred processes.
