EM won't start on new 10.2.0.5 system

Hello,
I am trying to install 10.2.0.5 on a Windows 2008 R2 operating system.  These are the steps That I've done so far.

- installed 10.2.0.4 base
- installed OEM patch 8350262
- applied 10.2.0.5 upgrade
- ran DBCA
- ran net configuration assistant
- ran net manager
- changed from pfile to spfile
- deconfigured oem
- configured oem with this command
      emca -config dbcontrol db -repos create -SID otest -PORT 1521 -ORACLE_HOME c:\oracle\product\10.2.0\db_1 -DBCONTROL_HTTP_PORT 1158

- received these messages

May 10, 2011 10:56:13 AM oracle.sysman.emcp.EMConfig perform
INFO: This operation is being logged at c:\oracle\product\10.2.0\db_1\cfgtoollogs\emca\otest\emca_2
011-05-10_10-55-38-AM.log.
May 10, 2011 10:56:23 AM oracle.sysman.emcp.EMReposConfig createRepository
