Decomissioning Oracle Report Builder

While attending the Oracle Open World conference the transition to R12 (12.1.3) was said to be delivered primarily with XML/ BI Publisher reports in place of the old standard Oracle Report Builder. However in reviewing the Vision R12 demo installation it appears to me that all reports are still delivered via Oracle Report Builder in TEXT output, along with an XML version of the same report. For each XML program where output = XML there is an a correlated concurrent program where the output=TEXT sourcing an oracle report.

Does the 12.1.3 version deliver more reports in XML/BI Publisher format only and more agressively decomission the use of Oracle Report Builder?
