known issues for 9.0 and 8.98.4.2 if using OEE for the local database

We just got burned on this one... the version of OEE shipped with the release 8.98.4.2 doesn't work so you have to replace it but it's not on the breaking news or known issues.

ID 957865.1 is the doc to fix this.
