specified database identifier (SID) is not valid

I have just imported a 9i db into an 11g using a .dmp file,  I can see all the data, indexes, procedures etc in SQL Developer, I can connect from SQL plus and all looks fine.

But, when I try to connect the front end application to the db I get 'Specified database identifier (SID) is not valid, check TNSNAMES.ORA'  I have checked this file, its location and all looks fine.

The application sees the SQL.INI file as it finds a db to display.  I have also set the path to the oracle home.

 I now appear to be going round in circles, does anyone have any ideas about what I may have missed.
