How to apply attachments in R12?

 In 11i I had just completed adding an attachment to the UN Numbers form.  In 12.1.3 the form linked at that menu is a web page.  Are attachments still feasible?  What are the differences in setting up and using an attachment for this kind of form compared to the old style forms?
