R43990 - Update Quantity on PO (PREQ) in F41021 for Item that has no Open PO

Does anyone have a recommended approach for zeroing out the quantity on PO for an item that does not have any open POs?  The R43990 PO Repost will re-calculate and populate the quantity fields int he F41021 only if an open PO exists.  Thought of using SQL, but have read in a Support document that the R43990 does the following:

When you repost purchase orders, the system: • Resets the purchase order quantity in the Purchase Order Quantity field in the Item Location table (F41021) Resets the purchase order quantity in the Purchase Order Quantity field in the Item Location table (F41021)
