PO Scheduling around Chinese New Year?

Has anyone figured out a way to have the system schedule shipments from Chinese Suppliers outside of their planned shutdowns for Chinese New Year?  One option might be to use MRP (where demand is somewhat constant), with Supplier Scheduling, which will allow for specific delivery days and calendars by Supplier.  Has anyone done this, or taken any other approach to schedule POs around this constraint?
