STRAGG function fails in BEGIN BLOCK but not elsewhere

 I know this has shown up in prior years on OTN...its even on ASK TOM (2003 I believe)

 

But i want a fresh take on it...could not find anything on metalink as far as a bug fix...but this has been around so long...and even Tom suggested to a person to report it to Support (in 2003) that i got to believe its been addressed or theres a logical explanation.

   

NOTE: I do not want a workaround....I want an explanation... please, if you post, directly address the speciifc problem. Also, if you post a link...make sure its not to a previous post that has a workaround or no conclusive answer...I've seen a lot of that on the web for this question already. But a link is fine if it answers the question.
