In R12, how can I create a function pointing to a external URL ?

Hi all,
I'd working with R12.1.3 instance and I'm trying to create a new function, will be added to a menu, that it will open a new browser for a external URL (e.g. http://www.google.com). In 11i I can use SSWA-related types but these types are no longer work in R12.  Any suggestion ? Thanks.
