Setting Transfer Budget Options

I am upgrading to R12 and need to know about setting transfer budget option:
1. Can I set limits amount on a transfer budget?
For example, I want to one user can't transfer amount budget if is greather than the 20% of the total budget for an organization budget.

2. Can I set workflows to approve to transfer budget amount?
