Problems creating baselines in oracle 11.1.0.7.6. How to fix it?

Dear, we have problems creating the correct sql baselines for a few statements.  We have a certain query with a correct hash value and plan.  We want to load it in the base lines but he generates always an incorrect baselase.  Strange because it is in the cursor cache.  Also used in the v$sqlarea.  We tried to use a different way by creating a tuning from the awr.  The correct hashvalue with plan is in the tuning set but when loading it doesn't come in the baselines.  Is it a bug in Oracle and does anyone known how to fix it.
