Sensitive data displayed on system snapshot reports in 12.1.3

Release 12.1.3 question:  The system snapshot RDA report for payables includes an option to unmask sensitive data.  When this parameter is set to "Yes" sensitive data such as the host and user name are displayed on the report.  The sensitivity of this report is set to "Low" and the test sensitivity is not updateable even by SYSADMIN.  Does anyone know why this is set to Low Sensitivity or why it can't be changed?  I have not checked the other system snapshots, but I'm guessing the setting are the same.
