Large Number of Active Sessions login failure

Hi All,

    We are in to Oracle Applications 11i. There are two set of users one Employee Self Service Users and another Functional users(Limited).

   As we went with some enhancement in SSHR active users login sessions is more and by which no once is able to user the applications.

   Is there any way i can stop the services to all and then restart by informing  intially to functional users to login and later this will be informed to SSusers who can login based on the queue and active sessions count

   Kindly help.
