Recompress Parent Package - Server Impact

When recompressing a parent package, I understand the impact/purpose of doing this for the Client package (re: Oracle tech doc ID 626327.1); to recompress the .CAB files that are used during client installations (for admin/dev clients).

But what about the server side?  What happens during a Parent package (Fx) recompression for the Server side?  There are not any .CAB files on the Ent. server package to recompress, that I am aware.  Does the parent package (Fx) on the server side automtically contain all the code changes from subsequent update packages that were built and deployed with Fx as the parent; thus not requiring any recompression?
