Do you have to purge translated balances after updating an historical rate?

At one point in the past we were told that everytime a historcal rate was updated/changed, the translation purge program needed to be run.  I don't believe this is true as we have changed rates and translated and the balances are correct. 

Does anyone know if this was something that had to be done in old versions?
