Shipping Execution without Concurrent Manager

 Hi guys Oracle support has just stated that the Shipping Execution cannot be completed without concurrent manager jobs. Just taking second opinion.

Case
Right now we are calling "wsh_picking_batches_pub.create_batch" and "wsh_picking_batches_pub.release_batch" which does the job, however "Pick Slip Report", "Packing Slip Report", "Interface Trip Stop" and "Auto Ship Confirm Report (Auto Ship Confirm Report)" are automatically submitted by "wsh_picking_batches_pub.release_batch" even though we are using 'ONLINE' as release method.

Solution Required
Eliminate the Concurrent Manager until Ship confirm happens.
