Customer Cross Reference for Customer accounts with Account relationship

Hi

I have a requirement for my client as stated below

 If I have a customer account for BILL_To  (Corporate Bill_to) and
I have 1000 Ship_to accounts that refers to the same BILL_to, and allt he Ship_to's are tied to the corporateBill_to using Accoung relationship, then how can I make this customer Item cross reference work ?
Looking at the current design, I have to define the cross reference 1000 times for each customer account .. Correct ?

If I choose Customer, then I have to do the customer cross reference for each of the customer accounts

If I choose Address, then it works only for the address that are under a account.  It doesn't show addresses based on relationships
