Tax distributions on AR invoicing for two different tax regimes

 Tax account for invoicing default to a separate account for a specific tax regime.  OU currently uses two regimes; one from Vertex and one from EBTax.  No recovery of taxes is required.  AutoAccounting rules don't seem to fit the situation.
