How to Search and Report on all Action Items across all Projects

So, I've had some difficulty searching and reporting on all Action Items (AIs) in the PPM, spread across all Projects. While I agree that  AIs need to be created and associated to the Project/Program level, some organizations, mine included, would also like to see a "master AI list" in one view.

Does anyone have an idea on how to do this?

As of now, I'm thinking that I may need to do this via Groovy script in Events Mgr.
