Allow Post and Reverse but not Enter Journals

 Is it possible to allow a user to Post and Reverse journals but not enter them? I was unable to get the Post and Reverse buttons to appear unless I deleted the function exclusion "Enter Journals".  However, the user of the responsibility I am customizing is only supposed to have access to post and reverse, but not to enter journals.
