Defaulting Ship Confirm Rule at User or Responsibility Level?

Hi Folks,

Defaulting a Ship Confirm Rule can be configured at the Shipping Parameters -> Shipping Transaction form.   Is there a way at the applications-level that a Ship Confirm Rule can be defaulted at User-Level or Responsibility-Level without using Forms Personalization?

My purpose is that User A (or Responsiblity A) will default "Ship Confirm Rule A" and User B (or Responsibility will default "Ship Confirm Rule B".

Any tips or hints are highly appreciated.
