Installation of 11.1 OMA not prompting for Management Agent registration password

[OEM 10.2.0.5, OMS 10.2.0.5.3, Repos 10.2.0.4.0, all SUN SPARC 5.10]  I am replacing my 10.2.0.5 OMAs with 11.1.0.3 agents  by shutting down an 10.2.0.5 agent and installing the new 11.1 agent via agentDownload script.  The script runs fine and it does not prompt for Management Agent registration password.  When the script is finished, I have to shut down the agent and run ./emctl secure agent.  This succeeds and I start up the agent and continue.

What am I doing wrong? Or is there a bug?  The script is below; I am using a local inventory

./agentDownload.solaris -i /ora01/oemagent/111oraInventory/oraInst.loc  -v /ora01/oemagent/111oraInventory -b /ora01/oemagent/11.1.0
